A majority affirmative vote is necessary for passage

By Resolution adopted on July 17, 2025, the Richland County Board of Commissioners hereby designates all unincorporated areas of the following townships in Richland County, Ohio as a restricted area for construction of “economically significant wind farms” as defined in ORC 4906.13, “large wind farms” and “large solar facilities” as both are defined in ORC 4906.01:

Blooming grove, Franklin, Jackson, Jefferson, Mifflin, Monroe, Perry, Plymouth, Sharon, Troy, Weller.

Shall the resolution enacting declaring portions of unincorporated areas of Richland County, OH to be restricted areas prohibiting construction of economically significant wind farms, large wind farms and large solar facilities be approved?

Clearing land for construction and the placement of solar installations may have long-term effects on the habitats of native plants and animals.3
China produces 60% of the world’s rare earth metals and processes nearly 90%, giving the country a near monopoly on the resources required for renewable energy sources — including solar power.4
According to a study in the Wildlife Society Bulletin, every year 573,000 birds (including 83,000 raptors) and 888,000 bats are killed by wind turbines. This is likely an underestimate because these estimates were based on 51,630 megawatts of installed wind capacity in the United States in 2012 and wind capacity has grown since then.5
Wind turbine blades as they are currently constructed cannot be recycled. Turbine blades go to the handful of landfills that accept them, where they are interred in stacks that reach 30 feet underground.6
Experts estimate that only about 10% of solar panels are recycled. The rest go to landfills. The International Renewable Energy Agency projects that up to 78 million metric tons of solar panels will have reached the end of their life by 2050.7
